Well, you just have to send the ALARM signal to qmail-send process:

• killall -ALRM qmail-send

that´s already it. Alternatively you can try:

• /var/qmail/bin/qmail-tcpok
  (this is the standard path, could vary from system to system) 
• svc -a /var/qmail/bin/qmail-send
